to me, under somewhat difficult circumstances.
3. My object in making this application is to draw
attention to my qualifications for an Administratorship, for which my education, experience, and temperament peculiarly
fit me.
I am now in the prime of life, able for unlimited
work, and ambitious, but there is no prospect of any promo-
-tion in my present branch, where I have now served 11 years
in the highest post there is, with satisfaction to my super- -iors, to judge by the fact that I have been recommended for soch a post as that I now seek by all four Governors under
whom I have served.
4. I would point to the very varied duties carried
out by me as Captain of the Port of Hongkong (for those of "Harbour Master" are not performed by me, but by my subordi-
-nates, the Harbour Department Boarding Officers), which, in
addition to those of a strictly maritime nature, have refer- -ence to nearly every conceivable point in the Government of the Colony, as I am consulted constantly on matters pertainin -ing to all. Departments, except perhaps the Educational and Medical, and even by the latter my advice has been frequently sought and followed, e.g. as to quarantine, repatriation of sick and insane persons, and notably as to the possible in- -portation of yellow fever into the Colony and India from
overseas
